The fundamental law of the land gives the Office of the Ombudsman the calling and badge of "Protector of the People". This constitutional appellation captures the nature of its various functions: The Ombudsman protects the people from abuse and misuse of governmental power for personal aggrandizement. It summarizes the role of the Ombudsman in the scheme of governance. The Office of the Ombudsman is clothed with corresponding authority to implement this constitutional mandate with the passage of Republic Act No. 6770, otherwise known as the Ombudsman Act of 1989.The Office of the Ombudsman is charged with five major functions. Orkut is a social networking service which is run by Google and named after its creator, an employee of Google - Orkut Büyükkökten. The service states that it was designed to help users meet new friends and maintain existing relationships. Orkut is similar to other networking sites. Since October 2006, Orkut has permitted users to create accounts without an invitation.Orkut is the most visited website in Brazil and second most visited site in India. A large percentage of users in India are high school and college students.

Reaction:Anyone with an Orkut account can create a community on anything. One can post topics, inform users about an event, ask them questions or just play games.Members can make groups to join friends according to their wishes.

Nexopia.com is a popular Canadian social networking website based in downtown Edmonton which was created by Timo Ewalds. It is designed as a general interactive site for people aged 14 and up. Users are able to create and design their own profiles, friends list, blogs, galleries, articles, and forums. Interaction is accomplished through an internal personal messaging system, and public user comments on profiles, blogs or through threads and posts on the forums.

Reaction:Users with free accounts have access to standard features such as forum posting, private messaging, user profiles with comments, photo uploading, a user blog and an image gallery.Users paying a subscription fee gain access to extra features such as advanced user search, forum creation, various customization options, increased photo uploads and image gallery capacity, online file storage, and the elimination of ads.

Bebo is similar to other social networking sites. Each profile must include two specific modules, a comment section where other users can leave a message, and a list of the user's friends. Users can select from many more modules to add. By default, when an account is created the profile is private, which limits access to friends specifically added. The user may select the "Public Profile" option so as the profile will still be visible to any other members of a school they may have joined. Profiles may be personalized by a design template that is the background of the user's profile, known as a skin.

Reaction:Public profiles can be seen by any user, except that profiles of users younger than 16 years are seen only by logged in users. Private profiles are seen only their friends and members of any school or college they have joined. Fully private profiles are ones that have not joined any school and so only their direct friends can view their profile.

Instant Messanging

Paltalk is an internet chat service for text, voice and video chatting. The Paltalk Messenger program is in a free, banner-supported format. It has an ad-free version that requires users to subscribe. Paltalk is only available to users of Microsoft Windows. The program now identifies itself as PaltalkScene, a change that was made in September 2007.It also owns and operates HearMe, a video and voice-enabled web conferencing service that allows users to conduct group meetings. Paltalk became popular after Firetalk, an earlier voice/music chat program, became unable to maintain operation due to a lack of adequate funding.

Reaction: This is not open to user who want to subscribe on this. It gives users the ability of audio chat, publishing videos, viewing as many cams as they may like with a stream rate up to 15fps, transferring files, and adding up to 999 members in their Pal List. Members with Extreme subscriptions can join up to 3 voice rooms simultaneously and have the option to enable/disable banner ads.

Skype (IPA: [skaɪp]) is software that allows users to make telephone calls over the Internet. Calls to other users of the service and to free-of-charge numbers are free, while calls to other landlines and mobile phones can be made for a fee. Additional features include instant messaging, file transfer and video conferencing. Skype has experienced rapid growth in popular usage since the launch of its services. The company was acquired by eBay in September 2005 for $2.6 billion.

Reaction:SkypeIn allows Skype users to receive calls on their computers dialed by regular phone subscribers to a local Skype phone number.Skype incorporates some features which tend to hide its traffic, but it is not specifically designed to thwart traffic analysis and therefore does not provide anonymous communication.

IBM Lotus Sametime is an enterprise instant messaging and web conferencing application sold by the Lotus Software division of IBM. Lotus Sametime provides enterprise instant messaging functionality, presence information, and web conferencing. It uses a proprietary protocol named Virtual Places (VP), but also offers support for standard protocols, including Session Initiation Protocol (SIP), SIMPLE, T.120, XMPP, and H.323. Lotus Sametime also integrates with Lotus Notes and Microsoft Office.^[1] The consulting company Frost & Sullivan named IBM Lotus Sametime as the 2008 North American Enterprise Product of the Year.

Reaction:The Lotus Sametime server runs on Microsoft Windows, IBM AIX, i5/OS, Linux and Solaris. Lotus Sametime software is included in the "Open Referent" systems sold in Eastern Europe and Russia by Vienna-based VDEL and Poland-based LX Polska that are "Microsoft-free".
