The fundamental law of the land gives the Office of the Ombudsman the calling and badge of "Protector of the People". This constitutional appellation captures the nature of its various functions: The Ombudsman protects the people from abuse and misuse of governmental power for personal aggrandizement. It summarizes the role of the Ombudsman in the scheme of governance. The Office of the Ombudsman is clothed with corresponding authority to implement this constitutional mandate with the passage of Republic Act No. 6770, otherwise known as the Ombudsman Act of 1989.The Office of the Ombudsman is charged with five major functions. These are Public Assistance, Graft Prevention, Investigation, Prosecution and Administrative Adjudication. The framers of the 1987 Constitution defined the role of the Office of the Ombudsman as a watchdog, to monitor the "general and specific performance of government officials and employees." It also serves as a mobilizer, to effectively "utilize the support of non-governmental organizations (NGOs), the youth sector and other major sectors of society" in the campaign against graft and corruption.

Philhealth

THE call to serve the rural indigents echoed since the early '60s when the Philippine Medical Association introduced the MARIA Project which prioritized aid to communities in need of medical assistance. The Project would then be considered a valuable precursor to the Medicare program, from which a medical care plan for the entire Philippines was created. On August 4, 1969, Republic Act 6111 or the Philippine Medical Care Act of 1969 was signed by President Ferdinand E. Marcos which was eventually implemented in August 1971.The Philippine Medical Care Commission (PMCC) was tasked to oversee the implementation of the program which went for almost a quarter of a century.PhilHealth assumed the responsibility of administering the former Medicare program for government and private sector employees from the Government Service Insurance System in October 1997, from the Social Security System in April 1998, and from the Overseas Workers Welfare Administration in March 2005.


BIR implements nationwide “Oplan Kandado” wherein business operations of non-compliant taxpayers will be suspended and their establishments temporarily closed if they will be found to have violated certain tax laws.
